According to the information on the website of public procurement, Moscow Development and Reconstruction Department is renting seven cars with drivers for 52 weeks: from April 1, 2017 till March 31, 2018.
The drivers work 21.5 hours a day, seven days a week. The officials want six Toyota Camry cars and a Chevrolet Cruze released no later than in 2015. The cars must have tinted rear windows, rain and light sensors, auto rear-view mirror folding, cruise control, a standard audio system, air conditioning and heated seats.
The price of a Toyota Camry varies between 1.3 and 2 million rubles ($33.100), a Chevrolet Cruze costs at least 794 thousand rubles and up to 1 million rubles ($16.500).
Renting one car will cost the city budget between 2.9 and 3.9 million rubles ($65.000) a year.
According to the government resolution "On the new rules excluding the possibility of excessive public procurements" of 2015, officials are not allowed to buy official cars worth more than 2.5 million rubles. The resolution was prepared by the Ministry of Finance in pursuance of law No. 44-FZ on the contract system aimed "to improve the efficiency of public procurements and exclude the possibility of budget funds embezzlement."
