Baths, boat, vintage car and apartment in Spain – what else do the Yakut MPs own?

The wealthiest regional officials are traditionally local parliament members. The richest one in Yakutia is Viktor Fyodorov, Chairman of the permanent committee for economic, investment and industrial policy, entrepreneurship, tourism and infrastructure development of the State Council of Yakutia. His official income in 2016 amounted to 114 million rubles.

Fyodorov owns a plot of land of ​​9 926 sq. m., another plot of land of 37 sq. m. , as well as a residential building (216 sq. m.), three apartments (total area – 407 sq. m.), three garages and a car place. In addition, he owns an office space (103 sq. m.), sauna (78 sq. m.) and a checkpoint.

Viktor Fyodorov’s car collection includes Toyota Land Cruiser 200, Toyota Land Cruiser 76, BMW X5, Lexus LX 570, UAZ-29891 and UAZ Trakol-39041. He also has a motorboat Bayliner and a motor ship Krym.


The wife of the official declared 4.3 million rubles of income, as well as three apartments. Two of them with a total area of ​​80 sq. m. are in Russia, and another one – of 229 sq. m. – is located in Spain.

The richest deputy of Yakutia combines work in the State Council with business. He is listed as the founder of several limited liability companies in Yakutia – Universalny Torgovy Tsentr Stolichny (Universal Trade Center Stolichny), Tekhnologii Torgovli (Trade Technologies), Stolichny Energoresurs (Capital Energy Resourse), Vostochnaya Kompaniya (Eastern Company), Energotsentr, Law Firm Status, Bely Lotos (White Lotus), Fedkom, Vostok (East) and Torgovy Kvartal (Trade Quarter).

Despite the fact that Viktor Fedorov works as a permanent deputy, he earns income from entrepreneurial activities, which is prohibited by law. According to the local portal SakhaNews, back in January 2016, the prosecutor's office demanded to address the issue of early termination of the deputy's powers. Both Yakut and the Supreme Court of the Republic granted the application, but the deputy has not yet fulfilled the court decisions.

The second place of our rating of the wealthiest Yakut officials is taken by State Council deputy Gavril Parakhin, Deputy Chairman of the committee for state construction and legislation. He declared 44 million rubles of revenue in 2016.

He owns five plots of land with a total area of ​​3 436 sq. m. – they are in the common ownership with his wife. In addition, he has a non-residential premises (399 sq. m.), shopping center (1,971 sq. m.), repair shop (351 sq. m.), store (124 sq. m.), garage and two leased non-residential premises. Gavril Parakhin owns three cars – Renault Fluence, Toyota Passo and truck Scania P400CA6x4HSA with a trailer.

Parakhin’s spouse indicated the income amounting to 11.4 million rubles in her declaration. In addition to the plots and the store, which she owns together with her husband, she has a ½ of the share in a 202-sq. m. residential building.

Gavril Parakhin is not only a deputy – in Yakutia, under his name IE and Trading House Karmen LLC are registered." For three years – from 2015 to 2017 – IE Parakhin Gavril Pavlovich signed state contracts for a total of 19 million rubles. It supplies local firefighters – the State Fire Service of the Sakha Republic – with car oils. The IE supplies car tires to administrations of the regions of the Republic, the Yakut City Council and other budgetary institutions.


Former Deputy of the State Council of the Republic of Sakha Matvey Evseev declared 41 million rubles in 2016. Last year, he entered the rating of the wealthiest deputies, and on July 4, 2017, he removed. He was a member of two committees at once: on land relations, natural resources and ecology and on the budget, finance, tax and pricing policies, property issues and privatization.

Matvey Evseev has six plots of land (total area – 229,998 sq. m.), two dwelling houses (1,292 sq. m.) and an apartment (43 sq. m). His list of vehicles includes Toyota Land Cruiser 200 and a boat Cap-Ferret 550 WA. The official’s wife in 2016, received an income of 257 sq. m. She owns an apartment of 71 sq. m. and two cars – Toyota Land Cruiser 200 and Lexus LX 570.

Matvey Evseev combined his official service with the post of the CEO of OJSC Almazy Anabara (Diamonds of Anabar), and then, with the position of the Vice-President of PJSC ALROSA. In 2013, when he was elected as a deputy, pictures of a mansion in New Zealand, registered on Matvey N. Evseyev emerged on the Internet. The area of the mansion is 406 sq. m. and the cost is $ 2 million.

The fourth place among the richest Yakut deputies is occupied by Oleg Tarasov, a member of the committee for state construction and legislation and the committee for family, childhood, youth, physical culture and sports. His annual income is 37.9 million rubles.


Oleg Tarasov was elected deputy in 2013; at that time, he held the post of the CEO of OJSC AK Yakutskenergo RAO Energy Systems of the East.

He declared two land plots (total area – 3 112 sq. m.), three apartments (376 sq. m.), two parking spaces and a garage box. The declaration of the deputy also indicates a “residential block in a blocked residential building” with an area of ​​155 sq. m. Tarasov has two cars: Volvo XC90 and ZAZ-965, which is a rare Soviet Zaporozhets.

Deputy Ivan Andreev is also among the five leaders in terms of revenue in 2016. He is a member of three committees of the State Council of Yakutia – on village and agrarian policy; for construction and housing and communal services; on the issues of indigenous peoples of the North and Arctic affairs. All this he combines with the post of the CEO of the OJSC Nizhne-Lenskoye.

Ivan Andreev indicated 35.6 million rubles in his declaration, as well as a dacha (36 sq. m.), which he owns together with his wife. She declared 5.5 million rubles of revenue, a plot of land (1,888 sq. m.) and two apartments with a total area of ​​230 sq. m. The deputy’s property also includes a Toyota Land Cruiser 100.
